Every project runs to defined quality gates. Concept, design freeze, build complete, FAT, SAT and handover each have exit criteria agreed with you in advance, so 'nearly finished' has an actual definition.
Risks are logged, owned and reviewed rather than discovered at commissioning. Where a risk is yours to carry — a late part revision, a site constraint — you hear about it early enough to do something.
